On some pages, Petroleum Marketers are asked to enter fuel tax related Company
contact information for their Company. On other pages a Company can enter fuel
business profile information. This information indicates in which States/Provinces
they do business and the general nature of that business. All Company information
is of a business nature vital to Trading Partners within the Petroleum Marketing
Industry. No personal information is requested or used at any time. The types
of information collected at these pages are:

Company Name.
Federal Employer's Identification Number (FEIN).
Address (Street or PO Box, City, State or Province, Postal Code or ZIP).
Contact Person or Position.
Email address.
Phone number (Voice and FAX).
YOUR BUSINESS PROFILE INFORMATION:
States /Provinces where business is conducted
For each State/Province;
Identify any fuel terminals that you operate.
Is your Company a Supplier/Wholesaler?
Is your Company a Common Carrier?
Is your Company a Petroleum Retailer?

relating to a specific transaction. This is information that Trading Partners
normally exchange during business transactions. No personal information is requested

Transaction code.
Transportation mode.

Supplier/Wholesaler information.
Carrier information.
Bill of lading information.
Product quantity information.
STATES/PROVINCES:
On some pages, States/Provinces are asked to enter fuel tax related contact information
for the convenience of Petroleum Marketers in their State/Province. On other
pages, States or Provinces are asked to enter fuel tax transaction reporting
requirements. This information is required by Petroleum Marketers in order to
properly report market transactions. All information is of a business nature
vital to the Petroleum Marketing Industry. No personal information is requested
or used at any time.

STATE/PROVINCE TAX REPORT PROFILE INFORMATION:

THE WAY WE USE INFORMATION:
We use the information you provide to facilitate Petroleum Marketer reporting
to States/Provinces. Information is only accessible by trading partners and taxing
entities. It is never sold or used for any other purpose.
PETROLEUM MARKETER CONTACT INFORMATION:
When a petroleum marketing transaction takes place States/Provinces require that
certain participants are identified. Therefore, Trac III Systems provides a single,
unique, private and secure place where petroleum marketers can use essential
trading partner information to report transactions. This information is accessed
during the reporting process and inserted into the reports to other trading partners
and taxing entities. Trac III Systems then makes these transaction reports available
exclusively to involved parties.
STATE/PROVINCE CONTACT INFORMATION:
During the course of doing business Petroleum Marketers need to contact the taxing
entities to ask questions or resolve problems. Therefore, this information is
provided to facilitate contacts with taxing entity personnel that actually are
familiar with fuel tax reporting issues. This information is also used by Trac
III Systems to alert member taxing entities about transactions such as interstate
fuel diversions.
PETROLEUM MARKETER BUSINESS PROFILE:
This information is used first to generate a Petroleum Marketer's Custom Electronic
Internet Reporting Guide. This EIR Guide is used by the Petroleum Marketer to
construct report files. Trac III systems uses this information to construct tax
reports which are then available to the appropriate taxing entity.
PETROLEUM MARKETING TRANSACTION INFORMATION:
Whether the Petroleum Marketer uses one of our data entry wizards or a bulk up
load of many transactions, this information is used for preparing reports to
taxing entities and marketing analysis reports for the submitting petroleum marketer.
It is never shared with other petroleum marketers or taxing entities not involved
in reported transactions.
STATE/PROVINCE TAX REPORT PROFILE INFORMATION:
This information is used first to generate a taxing entity's Custom Electronic
Internet Guide. Second, this Guide is used by Trac III Systems to construct and
purify the taxing entity's report files.
GENERAL:
We use non-identifying and aggregate information to better design our customer
services. We may also share aggregate information which displays geographic petroleum
usage information in a regional format. We would not disclose anything that could
be used to identify individual Petroleum Marketers. Finally, we never use or
share the information provided to us on line in ways unrelated to the ones described
above.
OUR COMMITMENT TO DATA SECURITY:
Our customers can be assured that Trac III Systems does not use operating systems
that are plagued with virus attacks and inherent security holes. Business information
should never be exposed to attacks or third party snooping. To achieve this end,
we have sought and installed the most reliable and secure system components available
today. Trac III Systems uses the dependable high performance Unix based Mac OS
X server running Apache. In addition to the inherent security of this environment,
Trac III Systems has extended server security to include database encryption.
As a result, no unauthorized person can access business data on the server. Entity
authentication and data transmission security are also important parts of Trac
III Systems' Services. We have implemented https: the Transport Security Layer
(TLSv1) protocol for transmitting encrypted data over the Internet. It serves
two important purposes:
ENCRYPTING PRIVATE INFORMATION:
Authenticating sites and clients with X.509 certificates
TLSv1 protocol allows client/server applications to communicate in a way
that is designed to prevent eavesdropping, tampering, or message forgery.
Only modern
browsers support this high level of security.
Once the user requests the login page in all transmissions are secure.
In addition Trac III Systems supports and encourages the use of customer
authentication certificates
for signing all data transmissions. Trac III Systems believes that business
security on the Internet should be no less than what we expect in
our individual offices.
All steps are being taken to provide our customers unsurpassed security and
service.
HOW YOU CAN ACCESS OR CORRECT YOUR INFORMATION:
MANAGING CONTACT INFORMATION:
All contact information is owned by either a State or Provincial taxing entity
or a Petroleum Marketing entity (owner entities). Each owner entity can activate
an account which allows full and exclusive rights to all their contact information.
These accounts are free. To activate an account simply go to the Fueltrac.us
home page and click on ?Sign Me Up? follow the prompts. After we take reasonable
steps to verify your identity you will be assigned a login ID and PIN. You can
then create/access all your contact information.
The first time you as an owner entity access your account you may find that some
contact information already exists. This information was entered by either Trac
III Systems or one of your trading partners. However, once contact information
has been entered only the owner entity can alter contact information. We use
this procedure to allow petroleum marketers to identify their trading partners
if they are not in the system while we safeguarding your information.
MANAGING PETROLEUM MARKETER TRANSACTION INFORMATION:
All transactions are entered by Petroleum Marketers with Active Accounts. The
entity that enters the data is the owner entity. During the data entry process
Trac III Systems provides tools that assist the entry process and data accuracy
by only allowing valid data to be
entered. Once the transaction entry is complete Trac III Systems becomes the
custodian of the information. We are responsible for retaining a master copy
and making the transaction information available to all participant Petroleum
Marketers with active accounts as well as member participant States/Provinces.
Only member States/Provinces receive participant FEIN data.
When a transaction error occurs using one of the entry wizards the owner entity
(the company reporting the transaction) should contact Trac III Systems by Email
explaining the error. Trac III Systems will make the corrections. Plans are underway
to allow owner entities to correct these errors without assistance.
MANAGING EIR PROFILE INFORMATION
Accounts are expanded when Petroleum Marketers or States/Provinces enter into
formal agreements with Trac III Systems. At this time wizards used for entering/editing
EIR Profiles have not been developed. However, the concept of owner entities
described in ?Managing Contact Information? will be followed.
